The Invitation for Prequalification for another important infrastructure project under the Development of the Energy Sector VII programme, aimed at improving the reliability, efficiency, and digitalization of Kosovo’s transmission network has been launched. The project is financed by a loan from the German Government through KfW. This initiative is part of Kosovo’s broader strategy to advance the energy transition and integrate modern digital technologies into transmission infrastructure, ensuring long-term sustainability and operational excellence.

The project focuses on the construction of the new SS 110/35/10(20) kV Dragash substation, including the installation of power transformers 1x40 MVA and a Variable Shunt Reactor of 100 MVAr, as well as the supply and installation of equipment for the adaptation of Local SCADA systems (RTU & SCS). This investment represents an important step in strengthening the country’s transmission infrastructure and ensuring more reliable system operation.

As part of this development, a new 110/35/10(20) kV air-insulated substation (AIS) will be built in Dragash, including the installation of a 32.5/40 MVA ONAN/ONAF power transformer together with all associated primary and secondary systems.

In parallel, the project will also include the procurement and installation of a 100 MVAr variable shunt reactor at the 400 kV level in substation Ferizaj 2, together with the construction of a new 400 kV bay. This component is expected to contribute significantly to voltage regulation and the overall stability of the transmission network.

Another important element of the project is the modernization of local SCADA systems in 14 substations through the replacement and reprogramming of RTUs, the reconfiguration and commissioning of BCUs using IEC 61850 communication, and the installation of IEDs for Automatic Voltage Regulation (AVR). The scope also foresees upgrades to workstations, HMIs, LAN equipment, and NTP servers.

In addition, the project includes an optional component covering further 10(20) kV equipment upgrades in the substations Gjakova 1, Prizren 1, Peja 1, and Ferizaj, as well as 110 kV and 10(20) kV equipment replacement works in substation Decan.

The tendering process will be conducted in accordance with KfW’s Guidelines for Procurement – Procurement of Consulting Services, Works, Plant, Goods, and Non-Consulting Services in Financial Cooperation with Partner Countries, latest edition. The contract conditions shall be in accordance with the FIDIC Yellow Book, amended by project-specific Particular Conditions.

Through this project, KOSTT continues to demonstrate its commitment to modernizing Kosovo’s transmission infrastructure in line with international technical and operational standards. Investments of this nature are essential for increasing the reliability of electricity transmission, supporting future network development, and enabling a more advanced and digitally integrated power system for Kosovo.
